J.M.FLAGG
SENIOR CONSULTANT
J.M. Flagg is a veteran consultant with tenures with the City of Chicago under Harold Washington and also with former U.S. Senator Paul Simon. Under Mayor Washington he was Executive Assistant to the Mayor for Capital Infrastructure Programs, and Executive Director of the Infrastructure Subcabinet in which he oversaw projects with the Departments of Aviation; Public Works; Water and Sewers; Streets and Sanitation; Fleet; Port Authority; Public Building Commission; RTA; CTA and Park District.
Flagg also directed the largest neighborhood works program in the city’s history which was funded at $2 billion. He also oversaw the O’Hare and Midway Airports Redevelopment and Master Planning process which was funded at $13 billion. He also led the City’s Second Term Capital Program which was funded at $4 billion.
Under Senator Paul Simon, Flagg was the Director of Education and Economic Development. He spearheaded modified legislation in the United States Senate for federal support for Historically Black Colleges and Universities (HBCU's). After the untimely death of Harold Washington, Flagg went into his own private aviation consulting practice with master planning projects at Los Angeles International Airport; Naval Air Station at Point Mugu, CA; Seattle-Tacoma International Airport , Orange County CA Airport; San Diego International Airport; The New York City Port Authority and over 39 major airports in mainland China.
